EAC, GOST, CE, ISO and SKZ are easy to blur together in correspondence with a Chinese factory, and the consequences of confusing them differ completely: without one document the goods will not clear customs, without another the tender committee rejects the bid, without a third the design institute will not approve the specification. Start from two axes: is this a market-access document or a commercial trust signal? and does it certify the product or the management system?
EAC: access to the Union market
The EAC mark means conformity assessed under the technical regulations of the Eurasian Economic Union (Russia, Kazakhstan, Kyrgyzstan, Armenia, Belarus). The essential fact for polyethylene and polypropylene pipe is that there is no single union-wide technical regulation for all pipes, so the required package depends on the application:
- Fire safety: pipes and materials used in buildings and structures are declared under TR EAEU 043/2017; without this declaration, legal sale and tender participation are off the table.
- Hygiene: for drinking-water contact the Union system uses not a certificate but a State Registration Certificate (SRC / СГР), filed by the applicant (which must be a legal entity registered inside the EAEU) on the basis of sanitary-chemical and toxicological test reports from an accredited laboratory.
- Other routes: voluntary certification in national systems (including the Russian GOST R system), or assessment under whichever TR EAEU applies if the product falls inside its scope — for example the electrical part of manifold groups.
Keep declaration and certificate apart: a declaration is registered by the applicant on its own evidence plus accredited lab protocols, while a certificate is issued by a certification body and, for series production, usually involves a factory audit. Validity: series schemes typically run 1 to 5 years with annual surveillance, a batch scheme covers one specific shipment only. The applicant named in the document must match the entity on the invoice and the booking — otherwise at the border the paperwork is simply not yours.
GOST: a standard, not a piece of paper
GOST is a technical standard, not a certificate. For thermoplastic pressure pipe the region normally cites GOST 32415-2013 together with the relevant product-specific standards; composite and aluminium composite pipe is produced to national standards or to TU (technical specifications). What must be verified is not whether the word "GOST" appears in an email but whether the pipe is actually made to the cited standard: SDR, PN, application class, dimension series and the measured test values in the protocol. Separately, the Russian GOST R system — national mandatory and voluntary certification — is still frequently named in tender documents.
CE, ISO, SKZ: what each one proves
- CE is the legal requirement for the EU market under harmonised standards: EN ISO 22391 (PEX), EN ISO 15876 (PP-R), EN ISO 15877 (multilayer composite), EN 1264 (building heating services). It requires a Declaration of Performance, and where the applicable module calls for a notified body, that body's four-digit number must appear in the EU NANDO list.
- ISO 9001 / 14001 / 45001 certify the management system. They describe factory discipline; they do not permit sale and do not replace pipe testing. Only certificates bearing an accreditation mark (CNAS, IAF or a national accreditation body) and verifiable by number in the issuer's register carry weight.
- SKZ is the Süddeutsches Kunststoff-Zentrum testing institute in Leipzig: independent testing and a quality mark for pipe and fittings. It is not a legal requirement in the EAEU, but it is a strong signal — specifiers and tender committees use SKZ reports precisely to avoid commissioning a full in-house type-test programme.

How a buyer actually uses the documents
At customs you need the EAC declaration or certificate number and date, the correct applicant, and an HS code matching the goods exactly. In a tender you need a document valid on the bid date, a test report covering the size you are buying, and often an opinion based on local water chemistry. For the end client you need a warranty and service life backed by real long-term hydrostatic data, not a catalogue "50 years". A good habit is to ask the factory for a shipment package — declaration or certificate, batch test report, technical data sheet, a photo of the actual coil label — rather than a generic PDF archive assembled for the website. File that package per purchase line: at a border check or a batch claim you will quote a document number and a test protocol, not a messenger chat history.
Which documents are required, the certification schemes, validity periods and registry procedures all change, and the EAEU's transition from national systems to technical regulations is still under way.
