EAC-Certified PEX-AL-PEX Pipe for Russia & Kazakhstan — What Importers Must Check

What EAC / TR TS conformity means for pipe, why it gates customs and tenders, what our certification covers and how to verify a supplier's document

If you import underfloor or water pipe into Russia, Kazakhstan or anywhere in the EAEU, EAC conformity is the thing standing between your container and the border. It is not a “nice extra” a supplier quotes as an add-on; without the right ТР ТС document the goods cannot clear customs and cannot enter most tender and state-project dossiers. Here is what EAC actually is for a PEX-AL-PEX / PE-RT pipe, what our certification covers, and how to verify a supplier's document before you commit a deposit.

What “EAC” means for pipe

EAC (Евразийское соответствие) marks that a product meets the Eurasian Economic Union's Technical Regulations (ТР ТС). Pipe for heating and water supply is covered by the relevant ТР ТС depending on the product and its declared use. There are two forms, and the difference matters commercially:

Which one applies depends on the product and its declared use — ask the supplier to state it, and match the document type to what your customs broker and tender require.

Why it gates customs and tenders

At the EAEU border the clearance officer checks conformity documents against the goods; a mismatch or a missing certificate stops or re-routes the shipment. In tender and state-project dossiers the EAC document is routinely a mandatory attachment. So “we have EAC” is only useful if it is the correct document, in the right applicant name, and covering the exact model on your invoice.

What our certification covers

SANLI supplies its underfloor and plumbing range — PEX-AL-PEX, PE-RT / EVOH oxygen-barrier pipe and the associated fittings — with EAC conformity certification across the product line. We do not ask you to take that on trust: on request we provide the certificate or declaration and its number for the specific model you are ordering so you can verify it in the register before shipment, and the documents travel with the goods. We do not overstate scope — confirm the model-level coverage for your exact size and barrier class rather than assuming it.

Five things to verify in any supplier's EAC document

CheckWhy
Certificate vs Declaration, and the ТР ТС numberThe document type must match the product and what your customs / tender demand
Holder / applicant nameIt must line up with the exporter and the invoice, or goods and paperwork will not agree
Scope covers your SKUA generic pipe certificate may not name your size / barrier class / fitting
Validity status in the unified registerA suspended or expired certificate is worth nothing at the border
Tech-file & test-report availabilityTenders and audits ask for the supporting evidence, not just the certificate page

How to verify it yourself

EAC certificates and declarations are entered in the unified EAEU conformity register. Before paying a deposit, take the document number from the supplier, look it up, and confirm it is active, names that legal entity, and lists your product. This is a two-minute check that filters out both sloppy and dishonest suppliers — a serious factory expects it and hands over the number readily.

Match the certificate holder to the invoicing entity. If the EAC document is in a different company's name than the one signing your contract and invoice, resolve it on paper before the container moves — otherwise you carry the customs risk, not the supplier. FAQ

Buyer FAQ

Is EAC certification required to sell in Kazakhstan or Russia?
Yes, selling pipe in Kazakhstan, Russia and other EAEU countries requires TR EAEU conformity and an EAC declaration or certificate. As a China manufacturer, SANLI supplies EAC-marked product for this market. Confirm the exact conformity form for your HS code when ordering.
What certifications do your pipes have?
SANLI pipes are certified to ISO 9001, ISO 14001 and ISO 45001, carry CE and SKZ marking for European requirements, and hold EAC certification for the EAEU market. The full document set is available on request. Ask SANLI for the current certificate copies.
