How to Verify a Chinese Pipe Factory Before You Order: A 10-Point Checklist

From business licence and certificate numbers to per-coil inspection: 10 checks that filter out a risky supplier before you pay a deposit.

Ordering a container of PEX-AL-PEX or PE-RT pipe from a factory you have never stood inside is the biggest single source of disputes between Central Asian buyers and Chinese suppliers. A 5–8% price gap can be recovered through turnover; a batch that fails hydrostatic testing mid-heating-season cannot. The checklist below runs in order of verification cost: items 1–6 take a day from your desk, items 7–10 need samples, money and travel. Run them before the first deposit, not after.

The 10-point factory audit

  1. Business licence and scope. Read the business-scope line: it must state manufacturing of plastic pipe, not merely sales or trade. Check the unified social credit code on gsxt.gov.cn for "abnormal operations" status, penalties or frozen equity. A company registered less than three years ago, with capital under RMB 5 million and one shareholder, deserves extra questions.
  2. Manufacturer or trader. A trader is legal and sometimes better for a mixed container of pipe, fittings and manifolds — but you must know who extrudes your pipe. Match the licence address against workshop photos, certificates and the shipping booking. One question separates them: "which workshop, which line, which shift today?" A trader says "our factory"; a manufacturer names the line and extruder model.
  3. Capacity and lines. Request extruder brand and model (Battenfeld-Cincinnati, KraussMaffei / Kirkendy, Jinwei), lines per product family (PEX-AL-PEX, PE-RT, PP-R), year of commissioning and output in metres per hour. Then compare claimed capacity with the annual electricity invoice and social-insurance headcount — the fastest test of whether a "ten-line factory" runs ten lines.
  4. In-house laboratory. The minimum for pressure pipe: melt-flow indexer, hydrostatic rig with thermostatic baths (80 °C / 1 h short-term and the 95 °C / 100 h long-term protocol), tensile tester, oven for ash content and aluminium peel strength, micrometer for wall and EVOH thickness. No lab means no quality data: every claim becomes an untestable promise.
  5. Certificate-number verification. ISO 9001 / 14001 / 45001 must carry an accreditation mark (CNAS, IAF or equivalent) and be verifiable by number in the issuer's register. SKZ reports and DVGW marks are checked on the institute's site, CE by the notified body's four-digit number in NANDO, EAC documents in the single EAEU registry (pub.fsa.gov.ru). Ask for the number, not the PDF — a typeset PDF can be redrawn in ten minutes.
  6. Live video or third-party audit. Book an unrehearsed call: one continuous walk from raw-material silo to finished-coil pallet, showing the extruder panel, the marking printer, today's log and the date board. Screenshot it. Better, commission SGS / BV / TÜV or a local inspection firm: two man-days cost a few hundred dollars and typically pay for themselves on order one.
  7. Sample and type test. Order full-size samples of the exact SKU (16×2.0 / 20×2.0 / 26×3.0), not a showroom offcut. In an independent local lab: dimensions and ovality, wall thickness at five points, tensile strength and elongation, peel strength of the aluminium seam (working target for glued composite: 7 N/mm and above), hydrostatics at 80 °C / 1 h, and oxidative induction time (OIT) for heating pipe. Keep sample and report as the acceptance reference.
  8. Consistency and per-coil inspection. Ask for the batch-release procedure: which tests per shift, which per coil, how each coil is identified (serial number on pipe linked to the coil label), what happens to a failed coil. Put a per-coil inspection sheet, traceability to the resin lot and an AQL 2.5 sampling plan you may run before loading into the contract.
  9. Export experience and references. Request export declarations for the last 12 months with HS code, destination and date visible (prices may be redacted), plus two regional references — ideally an importer in Almaty, Tashkent or Bishkek who has lived with the same pipe through a heating season in comparable water.
  10. Payment and contract risk. Confirm the bank beneficiary is exactly the legal entity on the licence; a personal account or offshore "middle company" is a hard stop. Fix the Incoterm and write in the acceptance rules: SDR, colour coding, print language (Russian / Kazakh / Uzbek / English), coil length, palletisation, sampling ratio, remedy (replace, refund, discount) and who pays for re-testing. Verbal promises do not cross a customs border.

A practical sequence

Days 1–2: desk audit (items 1–5) across three or four candidates; anyone failing a hard check drops out. Days 3–7: video audit and courier samples. Weeks 3–4: independent type testing while the pre-shipment inspection is booked. Negotiate price only afterwards — by then you know each plant's real cost structure and who is bluffing. Keep one evidence file (licence screenshots, certificate numbers, lab reports, inspection photos) and re-check the volatile items — certificate expiry, claimed capacity, prices, lead times — before every repeat order.

For a first order above roughly USD 20,000, budget USD 300–600 for a paid pre-shipment inspection and write into the contract that the balance is released only after the inspector signs the report. Specify what must be measured: coil length versus printed metreage, wall thickness at three points per coil, outer diameter, print content and colour, label and pallet condition, plus one coil in every 200 unrolled and photographed.
