Direct answer: Kazakhstan is not a synonym for "the Central Asian market". Before quoting, an international supplier must pin six questions to searchable files: what Eurasian Economic Union membership means for conformity; which Kazakh design standards govern project parameters; which housing-completion figure is being used and for which period; how district heating and independent heating coexist; how competition inside the Union changes the shelf; and which logistics route is available now. Copying an assumption that worked in Uzbekistan into Almaty is the most common mistake.
Key facts
- Union status: Kazakhstan is a Eurasian Economic Union (EAEU) member state; Uzbekistan is an observer, not a member. Union documents are not an automatic substitute for Uzbekistan's national system.
- Design standards: public design files cite SP RK 2.04-01-2017 (building climatology), SP RK 4.02-101-2012 (heating, ventilation and air conditioning) and SN RK 2.04-21-2004 (building thermal protection).
- Design temperature: one public design file uses an outdoor calculation temperature of −37.3 °C. This is a project-specific calculation parameter, not a nationwide condition.
- Housing base: 2025 completions were about 20.1 million m², above the 19.2 million m² plan and about +5.1% year on year; January–July 2026 was about 9.746 million m², about +3.9%. Another source gives about 8.47 million m² for the first half of 2026, about +6.7%. Different periods must not be mixed.
- System structure: district-heated areas and homes with independent boilers coexist; one product line may face different pressure, oxygen-permeation, water-quality and expansion-management conditions.
- Logistics: the current China–Central Asia rail main route runs through Kazakhstan's Dostyk–Alashankou direction. The China–Kyrgyzstan–Uzbekistan railway is still under construction — a medium-term alternative, not current capacity.
Six questions, six searchable files
| Question | What the quotation should point to | Common mistake |
|---|---|---|
| 1. Union status | EAC conformity file, public-register result, covered products and customs codes | Applying Uzbekistan's national certification path to Kazakhstan |
| 2. Design standards | Project-cited SP RK/SN RK clauses, outdoor design temperature and heating-period data | Giving only a "maximum working temperature" |
| 3. Measurement base | Completion area with period and source stated | Mixing full-year 2025, H1 2026 and January–July figures |
| 4. Heating structure | Whether the project is district-heated or independent, with matching pressure and oxygen-barrier requirements | One generic sample for both systems |
| 5. Competition | Russian-language technical files, Russian-style fittings, comparable Union-manufacturer parameters | Comparing price only, not document verifiability or lead-time spread |
| 6. Logistics | Current rail crossings, transloading capacity and split-delivery plan | Treating the under-construction CKU railway as current capacity |
1. Status: this is a Eurasian Economic Union member state
Kazakhstan is one of the five EAEU member states (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan), and Union-level conformity documents and registers circulate by mutual recognition inside the bloc. This is a substantive difference from Uzbekistan, which is an observer country rather than a member and retains its national standards and certification system. The direct implication: the compliance path into Kazakhstan is not the same as the one into Tashkent; the EAC file number should be searchable in a public register, and buyers should check the number rather than accept a certificate image. For the general logic, see EAC conformity.
2. Standards: design parameters come from Kazakh national codes

Public project designs and environmental-hearing files show Kazakh designers working within the national SP RK/SN RK system. The heating-relevant documents include SP RK 2.04-01-2017 "Building climatology" (source of outdoor design parameters), SP RK 4.02-101-2012 "Heating, ventilation and air conditioning" (design basis for heating systems) and SN RK 2.04-21-2004 "Building thermal protection" (envelope and thermal requirements).
One public design file using SP RK 2.04-01-2017 cites an outdoor calculation temperature of −37.3 °C. That is not decorative: it determines how materials are stored and installed at low temperature, the safety margin under design conditions, and whether a sample's performance at room temperature represents site behaviour. Supplier technical files must map to the design condition, not just state a maximum working temperature. For diameter and loop sizing, see underfloor-heating pipe sizing.
3. Measurement base: plan capacity from completions, not project wins
Kazakhstan commissioned about 20.1 million m² of housing in 2025, above the 19.2 million m² plan and about +5.1% year on year; January–July 2026 completions were about 9.746 million m², about +3.9%. Another public report gives about 8.47 million m² for the first half of 2026, about +6.7%. The periods and bases differ, and any use must state which one is being quoted — a useful test of how rigorous a supplier's material is.
For distribution, completed floor area predicts stable volume better than a single project win: predictability comes from annual completions, not individual contracts. New build has concentrated specifications, large batches and milestone-driven delivery; retrofit has fragmented specifications, compatibility priority and heavier documentation. The two order types cannot share one safety-stock assumption; see the four demand lines in Central Asia.
4. Heating structure: district-heating legacy and independent boilers coexist
Kazakhstan has both Soviet-era district-heating areas and large numbers of homes converted to independent boilers. In the same city, the two systems coexist, which means one product batch may have to serve two duty profiles: district-connected buildings face external static pressure, oxygen permeation and water-quality variation; independent-boiler homes control their own flow temperature and pressure but are sensitive to oxygen barrier and expansion management. Getting the system type wrong is easier than getting the material wrong. For closed-system oxygen logic, see oxygen barrier and DIN 4726.
5. Competition: free movement inside the Union changes the shelf
Goods move freely inside the EAEU, so Russian and Belarusian pipe manufacturers compete on the same shelf as suppliers from outside the bloc, and local distributors are used to Russian-language technical files and Russian-style fitting systems. Differentiation usually lies not in price but in document verifiability, specification consistency and lead-time spread — exactly the weaknesses distributors discover after cooperation starts. Buyers should treat "can it be cited inside the local document system" as a hard criterion, not just a sample and a unit price; for factory-selection dimensions, see how to choose an aluminium composite pipe factory.
6. Logistics: the main corridor still runs through Kazakhstan

The current China–Central Asia rail main route runs through Kazakhstan's Dostyk–Alashankou direction. The China–Kyrgyzstan–Uzbekistan railway is still under construction — a medium-term alternative, not current capacity — and cannot be used to promise today's lead time. Separating "improved domestic distribution" from "shorter import lead time" is a baseline of professionalism; for landed cost and Incoterms, see FOB / CIF / CPT and HS codes and landed cost.
Pre-quotation checklist
| Check | Acceptable practice | Not acceptable |
|---|---|---|
| Conformity | Provide the EAC file number, covered models and customs codes for public-register checking | Sending a certificate image without scope |
| Design parameters | Map the offer to the project-cited SP RK/SN RK clauses | Using "maximum working temperature" instead of design conditions |
| Housing data | State period, source and basis | Mixing annual, half-year and monthly figures |
| System type | Separate district-heating and independent-source configurations | One generic sample for both |
| Lead time | Give a range based on current rail crossings and split delivery | Treating an under-construction railway as existing capacity |
What this means for suppliers
The Kazakhstan opportunity is real, but it rewards suppliers who turn the six questions into separate searchable files, not those who treat "Central Asia" as a label. Sanli Pipe's published figures include 20 extrusion and composite lines, more than 2,000 SKUs, EAC conformity across the product line, OEM from about 10,000 metres, project-based pre-applied insulation and video factory audits; these are manufacturer statements, and buyers should still check the current product list, certification scope and order-specific confirmation. See the underfloor-heating pipe and system overview.
Frequently asked questions
Can Kazakhstan and Uzbekistan use the same certification path?
Not directly. Kazakhstan is an EAEU member and applies the Union's conformity and mutual-recognition system; Uzbekistan is an observer and retains its national system. Both require separate confirmation of product scope and destination requirements.
Is −37.3 °C the design temperature for all of Kazakhstan?
No. It is a project-specific calculation parameter appearing in a public design file, used here to show the order of magnitude. Each project should use the value from its location, code edition and design document; a single number cannot cover the country.
Will the CKU railway shorten lead times immediately once completed?
That should not be promised. The China–Kyrgyzstan–Uzbekistan railway is still under construction and is a medium-term alternative; the current main route runs through Dostyk–Alashankou. Lead time should be calculated from existing crossing and transloading capacity, with split delivery written into the contract.
Data scope and limits
Housing completions, design temperatures, code numbers and logistics corridors cited here are stage-specific public information with different periods and scopes. Codes and registers are updated; before use, check the current Kazakh official texts, project design documents and public registers. Sanli's line count, SKU count, certification and OEM statements are manufacturer information; the specific order is governed by confirmed documents.
