Global PEX-AL-PEX Pipe Standards Comparison: ISO / EN / GB / GOST — Which One Applies to Your Market?

Exported PEX-AL-PEX multilayer pipe must satisfy four major standard systems — ISO, EN, GB and GOST — which differ on the critical points of temperature classes, oxygen-barrier requirements and test standards. This comparison is based on our 22 years of hands-on compliance experience exporting to 50+ countries, parameter by parameter.

What are the four major standard systems for PEX-AL-PEX pipe worldwide?

Compliance for multilayer pipe is not a case of "one certificate covers the world." Four parallel standard systems apply, each tied to a different destination market. An export-oriented supplier normally has to organize production and certification around all four. The table below uses our current certification status as an example:

Table 1 · The four global PEX-AL-PEX standard systems and Sanli Pipe's certification status
Standard systemCore standard No.Applicable marketsSanli certification status
ISO (International Organization for Standardization) ISO 21003 (plastics piping systems — multilayer pipes) Worldwide; the technical baseline for most markets ✅ Certified
EN (European Standard) EN ISO 21003 + DIN 4726 (oxygen barrier) European Union, Turkey ✅ CE + SKZ
GB (Chinese National Standard) GB/T 18992.1-2020 (aluminum-plastic composite pressure pipes) China ✅ Produced to GB
GOST (Russian / Eurasian standard) GOST R 53630-2009 (polymer multilayer pipes) Russia, CIS (EAEU) ✅ EAC across the full product line, supplied with every shipment

Our experience: for export procurement, the standard system is decided by the destination market — never by the factory's preference. In practice, a supplier must be able to adjust its production processes to the parameter requirements of each standard system in order to serve the EU, Russia, the Middle East, China and other markets at the same time.

Where do the four standards differ on key technical parameters?

The four systems do not set identical requirements for core indicators such as temperature, pressure and oxygen barrier. Below we compare our test center's measured data against each standard's minimum requirements, item by item — our rule is that measured values must beat the requirement of the target market's standard:

Note: the specific clauses of each standard are subject to the currently effective version; the "Sanli measured" column is internal data from our test center obtained with the corresponding test methods, and can be supplied together with test reports.

The key to oxygen permeation in PEX-AL-PEX pipe is the integrity of the welded aluminum layer — pipe built with a welded-seam aluminum barrier measures <0.01 g/(m²·d), an order of magnitude better than the DIN 4726 requirement.

What we have found: most differences between the standards come down to two points — whether an oxygen barrier is mandatory, and how temperatures are classified.Orders for the EU are produced by default to the DIN 4726 oxygen-barrier requirement; orders for Russia are validated to the temperature classes of GOST R 53630. Which standard a given batch ships under depends on the destination country, not on capacity limits.

Which standard should pipe be selected against for each export market?

Based on 22 years of real orders shipped to 50+ countries, we compiled this destination-based selection decision table — buyers can find their destination country directly:

Table 3 · Standards compliance by destination market and recommended Sanli Pipe products
DestinationStandards that must be metRecommended Sanli productCertification documents
Russia / CIS GOST R 53630 + EAC PEX-AL-PEX 16×2.0 EAC certificate supplied with the goods
European Union EN ISO 21003 + CE PEX-AL-PEX / PE-RT (heat-resistant polyethylene pipe) CE + SKZ
Central Asia (Kazakhstan etc.) GOST + local certification PEX-AL-PEX (optional pre-fitted insulation) EAC
Middle East ISO 21003 / local standards PE-RT + AZPE-RT ISO certificate
China GB/T 18992 Full range GB test reports
South America / Africa ISO 21003 PEX-AL-PEX / PE-RT ISO certificate

Our advice: when the destination standard is uncertain, starting from ISO 21003 is the safest choice — it is the global technical baseline, and Sanli Pipe can provide the corresponding ISO conformity documents for the full product range. For Russia and the CIS market, EAC must be added on top; our EAC covers the entire product line and can be supplied with the goods.

How can one supplier meet multiple standard systems at the same time?

Passing ISO, EN, GB and GOST simultaneously is not about "sending samples that get through a test" — it takes internalizing the standards' requirements into the production lines and the inspection system. Using our factory as an example, this kind of compliance capability normally rests on four parts:

Our judgment: multi-standard compliance is essentially "redundant testing capability."A traditional factory usually ships on sampling inspection against a single standard, while Sanli Pipe runs 26 full inspections on every coil — meaning that whichever standard system's market the order ships to, the validation data already exists and is traceable.

Frequently asked questions about global PEX-AL-PEX standards

Q1: What is the difference between the ISO standard and the EN standard for PEX-AL-PEX pipe?

EN ISO 21003 is the EU's identical adoption of ISO 21003, so the technical requirements are essentially the same; the difference is that the EU market additionally requires DIN 4726 oxygen-barrier performance (oxygen permeation ≤0.1 g/(m²·d)) and CE marking. For pipe exported to the EU we recommend leaving margin on the measured oxygen-barrier value — achieving <0.01 g/(m²·d) beats the requirement by an order of magnitude.

Q2: Which certifications are needed to export to Russia, and does Sanli Pipe hold them?

For Russia and the Eurasian Economic Union (EAEU) market, pipe must conform to GOST R 53630-2009 and hold an EAC certificate of conformity, or it cannot clear customs. Sanli Pipe's EAC certification covers the full product line and the certificate can be supplied with the goods; in 22 years our exports to Russia and the CIS have never been delayed at customs over certification.

Q3: Can the same batch of pipe meet several national standards at once?

Technically yes, provided the product's measured parameters beat the strictest requirement among the target standards. The workable approach is to produce to the highest requirement (e.g. validation at 95℃/10 bar for 1000 h continuous), then issue the conformity documents of the corresponding standard for each destination country — the same batch can then ship under ISO, EN or GOST.

Q4: How can I verify that a supplier's pipe really passed the standards it claims?

We suggest buyers do three things: ① ask for the original third-party test reports bearing the standard number, and check that the test methods correspond to the standard's clauses; ② verify the certificates on the issuing body's official website; ③ visit the factory to confirm that the test equipment genuinely exists and the inspection records are complete and traceable.

Conclusion: how should you choose a supplier for multi-standard compliance procurement?

Global PEX-AL-PEX compliance boils down to three sentences: the destination decides the standard system (EU: EN+CE; Russia: GOST+EAC; other markets: ISO as the fallback); the differences between standards concentrate on two parameters — oxygen barrier and temperature classification; and a supplier's multi-standard capability depends on its line flexibility and testing redundancy.

If your project must meet several national standards at once, prioritize suppliers that hold multi-system certifications and can provide the corresponding test reports.
